Copilot Chat vs Copilot Studio: Most People Get This Wrong
Free Copilot Chat, paid Microsoft 365 Copilot, and Copilot Studio explained — what each one actually does, how they compare, and which one your organization should use.

Microsoft’s Copilot naming causes real confusion in almost every organization I consult for. “Copilot Chat,” “Microsoft 365 Copilot,” and “Copilot Studio” sound interchangeable — but they are three very different products with different licenses, capabilities, and use cases. Here’s the breakdown I share with clients.
What is Copilot Chat (Free)?
Copilot Chat is AI chat for work productivity, available at no additional cost for users with an eligible Microsoft 365 subscription (it requires a Microsoft Entra work or school account, but no Microsoft 365 Copilot license). You can access it via the browser at m365.cloud.microsoft or the Copilot app.
What you should know:
- Primarily grounded in web data
- No direct access to M365 apps — emails, Teams, OneDrive
- Cannot access organizational data unless you upload or paste it directly into the chat
- Includes Enterprise Data Protection and built-in Responsible AI safeguards
- Does not provide access to the Researcher and Analyst agents
- Not suitable for advanced business automation or workflow scenarios
“If it only accesses public data, why not just use ChatGPT?”
This is the question I hear most. The answer is data protection and governance:

What is Copilot Chat (Paid / Microsoft 365 Copilot)?
The paid tier — requiring a Microsoft 365 Copilot license — is where Copilot becomes context-aware of your work:
- Deeply integrated with Microsoft 365 apps: Word, Excel, PowerPoint, Outlook, Teams
- Context-aware using your emails, documents, and meetings
- Enterprise data grounding that respects permissions and security
- Access to built-in agents like the Analyst Agent and Researcher Agent
- Productivity features: Scheduled Prompts, Notebooks, and response model selection
- Lets you create lightweight custom agents (via Agent Builder) for personal productivity
What is Copilot Studio?
Microsoft Copilot Studio is a different beast entirely: a SaaS, low-code/pro-code, cloud-based agent platform that empowers organizations — from business analysts and IT professionals to developers — to build, customize, and deploy AI-powered agents and agent flows.
Key capabilities:
- Agent creation — build custom AI agents using natural language or a visual canvas
- Deep integrations — Teams, Power Platform, enterprise data sources, and third-party APIs through connectors and actions
- Autonomous actions — agents respond to events and execute multi-step workflows automatically
- Multichannel deployment — publish agents to websites, Teams, mobile apps, SharePoint, and Azure Bot Service channels
- Analytics & governance — built-in dashboards, role-based access, audit trails, and compliance controls
- Responsible AI — safety and compliance checks aligned with Microsoft’s Responsible AI principles
Use Copilot Studio to reduce repetitive manual work, automate employee and customer support, and extend Microsoft 365 Copilot with custom agents connected to your business data — often without requiring a full development team.

The bottom line
Copilot Chat (free and paid) is about using AI as an end user. Copilot Studio is about building AI for others to use. Most organizations end up needing both — the paid Chat for knowledge-worker productivity, and Studio for the custom agents and automation that transform how the business actually operates.
